THIS WEEK IN SOUTH CAROLINA
Governor McMaster convened the first meeting of his Accelerate SC group on Thursday, April 23. Clemson University Trustee Nicky McCarter is serving as a member of the Governor’s advisory team.

The economic revitalization plan consists of five components of analysis and effort:  Response (Lead: Dept of Commerce), Protection (Lead: DHEC), Governance (Lead: Executive Office of the Governor), Resources (Leads: Dept of Administration, Executive Budget Office), and Information (Lead: Dept of Administration).

Working groups for each of the five components are meeting this week. The full group will convene again next week to hear reports and recommendations from the working groups.

These components will employ maximum communication, collaboration and cooperation among themselves and those assisting to effectively identify issues, solutions, and assets necessary for a phased revitalization path for South Carolina’s economy, guided by healthcare and medical data.

THIS WEEK IN SOUTH CAROLINA
Last week, Governor McMaster suggested in a letter to Senate President Harvey Peeler and House Speaker Jay Lucas that they both agree to a time and day and he will call the General Assembly back to work in Columbia before June 30. The General Assembly met earlier this month without coming to an agreement on a continuing resolution to fund state government if a budget is not passed before the end of the fiscal year.

Lawmakers also need to pass a sine die resolution that would determine the issues the General Assembly can take up after the last day of session (May 14, 2020),  including the 2020-21 budget.

Today, Governor McMaster announced the details of his economic recovery plan, Accelerate SC. Clemson University Trustee Nicky McCarter, has been named as a member of the Governor’s Accelerate SC advisory team.

THIS WEEK IN SOUTH CAROLINA
The General Assembly returned to Columbia and met in a one day session on Wednesday, April 8 to take up a continuing resolution to fund state government at current levels in the event that the General Assembly is unable to pass the state budget by July 1.

The House and the Senate ended up passing two separate continuing resolutions, which are identical except for a suspension on major decisions by Santee Cooper.

Both resolutions fund state government at last year’s budget levels, appropriating $200 million state surplus dollars for addressing the COVID-19 pandemic and authorizing the governor and state agencies to receive federal funds.

Neither of these resolutions can take effect until passed by the opposite chamber, and as of yet, neither chamber has announced plans to reconvene in Columbia to do so.

The Senate and House did not meet last week. The General Assembly will return to Columbia to meet in a one day session on Wednesday, April 8. The House and Senate will take up a continuing resolution to fund state government at current levels in the event that the General Assembly is unable to pass the state budget by July 1.
