THIS WEEK IN SOUTH CAROLINA
Last week, the South Carolina General Assembly reconvened in Columbia for the purpose of authorizing $1.2 billion in federal COVID-19 relief funding from the Coronavirus Relief Fund (CRF) included in the CARES Act for the reimbursement of South Carolina COVID-19 related expenses.

Governor McMaster recommended that up to $150,000,000 should be used to reimburse state agencies, including institutions of higher education and the South Carolina Technical College System, for expenditures directly related to the coronavirus pandemic and incurred between March 1, 2020 and June 30, 2020.

At the recommendation of Accelerate SC, the state has retained a third-party grant administrator firm, Guidehouse, to review, process, and audit the expenditures of COVID-19 federal relief funds allocated to South Carolina. State agencies, including institutions of higher education, will have to submit an application to be considered for CARES Act funding.

The General Assembly plans to return in September to take up unfinished legislative business including the 2020-2021 appropriations bill and the remaining $668 million of the total amount of $1.9 million in the CARES Act.

THIS WEEK IN SOUTH CAROLINA
The House and Senate are scheduled to return to Columbia June 23-25 for the purpose of appropriating $1.9 billion Coronavirus Relief Fund (CRF) included in the CARES Act for the reimbursement of South Carolina COVID-19 related expenses.

Governor McMaster has recommended that up to $150,000,000 should be used to reimburse state agencies, including institutions of higher education and the South Carolina Technical College System, for expenditures directly related to the coronavirus pandemic and incurred between March 1, 2020 and June 30, 2020.

The General Assembly is limited by the terms of the Sine Die resolution (S.1194) that was passed in May. The resolution provides a schedule and framework for the General Assembly for the remainder of 2020.

The Sine Die resolution states that:
–      House and Senate may convene at ‘call of the Chair’ (House Speaker or Senate President) between May 14 and September 15
–      The House and Senate will have session from September 15-24. During this time, they may consider appropriations bills (and related funding items), gubernatorial vetoes, resolutions altering the Sine Die resolution, conference reports, COVID-19 related legislation, and legislation that was passed out of either body by May 14.
–      The House and Senate may return in session from September 24 through November 8. During this period the Sine Die resolution provides that they may consider appropriations bills (and related funding items), gubernatorial vetoes, resolutions altering the Sine Die resolution, appointments, and COVID-19 related legislation.
