Shortly after, a collaborative program between Clemson University\u2019s Department of Plant Industry (DPI) and USDA Animal Plant Health Inspection Services (APHIS) was formed with the goal of detection and eradication of ALB. Since 2021, South Carolina state and federal quarantines have been established in the known areas of ALB infestation encompassing portions of Charleston and Dorchester counties.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why do we care?<\/strong>&nbsp;As an invasive species, ALB negatively impacts the local environment, economy, and poses a risk to public health through infesting a number of hardwood species, expediting the rate of tree mortality.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are we doing?<\/strong>&nbsp;Clemson\u2019s DPI and USDA APHIS are conducting tree inspection surveys within the quarantines and the surrounding areas to determine the size and scope of the infestations. Once the beetles develop into adults, they begin to emerge from within the tree from early May until late September. The state quarantine legislation was enacted with publication in the State Register on June 25, 2021. Please contact the SC ALB Program for additional questions regarding proper handling and disposal of woody debris in Charleston County, Dorchester County and Town of Mount Pleasant.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ALB Program is proactively contacting businesses operating within the quarantine for guidance in how to adhere to the quarantine requirements. DPI and USDA tree inspectors will notify residents of survey activities on private properties before they conduct surveys whenever possible. We are asking residents to look for the beetle and to examine their trees for any damage that may be caused by the beetle. Held July 24 in partnership with USDA Animal and Plant Health Inspection Service (APHIS) Veterinary Services, the training focused on one goal: making sure the right people know exactly what to do if New World screwworm is ever detected in South Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thirty-six participants representing Clemson Livestock Poultry Health, USDA Veterinary Services, USDA Wildlife Services and the Clemson Extension Livestock and Forages Team spent the day learning from experts, working through realistic scenarios and practicing the skills needed to recognize, collect and submit samples.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/blogs.clemson.edu\/regulatory\/files\/2026\/08\/attachment1785949825906.jpeg\" alt=\"\" class=\"wp-image-1296\" srcset=\"https:\/\/blogs.clemson.edu\/regulatory\/files\/2026\/08\/attachment1785949825906.jpeg 1024w, https:\/\/blogs.clemson.edu\/regulatory\/files\/2026\/08\/attachment1785949825906-300x225.jpeg 300w, https:\/\/blogs.clemson.edu\/regulatory\/files\/2026\/08\/attachment1785949825906-768x576.jpeg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The morning sessions covered the biology and lifecycle of New World screwworm, trapping methods and submission procedures before participants broke into small groups to tackle real-world response scenarios. In the afternoon, the classroom moved outdoors as attendees practiced sample collection techniques and examined specimens under microscopes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Elizabeth Baxter, a Livestock Law Enforcement Officer with Clemson Livestock Poultry Health, the collaborative nature of the workshop stood out.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;As a field inspector, I appreciated the scenario-based exercises,&#8221; Baxter said. &#8220;With personnel from domestic animal, wildlife and entomology backgrounds all working together, we were able to talk through challenges and solutions in real time. Everyone left better prepared to respond and protect animal health, public service and continuity of business should South Carolina ever encounter a New World screwworm infestation.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Natasha Lamens, an epidemiologist with Clemson Livestock Poultry Health, said the hands-on activities helped connect classroom concepts with real-world response.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;The training was both informative and valuable,&#8221; she said. &#8220;It reinforced the importance of early detection, and the outdoor trapping and sample collection activities were especially beneficial. Comparing collected larvae with New World screwworm specimens under the microscope helped connect epidemiological concepts with real-world surveillance, field response and preparedness.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Workshops like this are an important part of South Carolina&#8217;s preparedness efforts. Building relationships before an emergency occurs helps ensure agencies can work together quickly and effectively if a response is ever needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CULPH extends its appreciation to USDA APHIS Veterinary Services, USDA Wildlife Services, Clemson Extension&#8217;s Livestock and Forages Team and everyone who participated in making the workshop a success. In Spring 2024, several YLH queens and one embryo nest were found in Beaufort County; worker detections continued through summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-4267a324-8224-4aa8-8bb4-365e44dc2483\"><strong>Why do we care?<\/strong> Yellow-Legged Hornets prey on honeybees, causing reduced foraging and colony failure. This impact would result in reduced honey and other honeybee products and reduced crop production due to decreased pollination by honeybees and native pollinators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-dd1bbf1b-09ec-44fa-866d-cd49d25b8b57\"><strong>What are we doing?<\/strong> With the Support of USDA APHIS, Clemson&#8217;s Honeybee Protection Program is surveying for YLH focusing on detecting workers and finding nests within a wide area around the initial detections. Baited traps are used to initially detect hornets, followed by tracking live hornets to narrow down the nest search area. Eradication focuses on locating and destroying nests including queens. Nests should ideally be destroyed by late summer or very early fall before new queens are actively mating and dispersing. These traps are\u202fmonitored\u202fregularly for hornet activity. The locations have been\u202festablished&nbsp;near known YLH detections and, where possible, near known honeybee colonies.\u202f&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It&nbsp;can not&nbsp;be overstated that beekeepers should be familiar with the activity of YLH hawking and report&nbsp;any sightings&nbsp;immediately&nbsp;to the <a href=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\" data-type=\"link\" data-id=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\">Clemson YLH Reporting Tool<\/a>.&nbsp;&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the summer season multiple nest stages can be seen, especially &#8220;Primary Nests&#8221; and &#8220;Secondary Nests&#8221; within one colony. As the colony size grows the workers will begin building this final nest stage and the &#8220;Primary Nest&#8221; will be abandoned as the colony moves into this larger nest and continues to expand it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DPI is currently\u202fmonitoring\u202ftraps and removing YLH nests when discovered.\u202fExpanding trapping locations and continuing public outreach efforts\u202fare also a major\u202fcomponent.\u202fThe public should&nbsp;survey around&nbsp;structures, shrubs, and trees and report nests&nbsp;in&nbsp;any stage. id=\"block-55357b51-ae84-4851-84ab-17cdf4447421\" class=\"wp-block-list\">\n<li><strong>Beekeepers:<\/strong>&nbsp;Beekeepers play a vital role in monitoring apiaries and colonies for YLH activity and reporting YLH sightings to&nbsp;<a href=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\">Clemson\u00ae DPI\u2019s reporting tool<\/a>. Reporting activity helps DPI deploy traps if needed and attempt to identify the nest location in a timely manner. Keep an eye out for hawking behavior on honeybee colonies.<\/li>\n\n\n\n<li><strong>Citizens:<\/strong>&nbsp;All South Carolina citizens can familiarize themselves with&nbsp;hornet&nbsp;and&nbsp;nest&nbsp;<a href=\"http:\/\/www.clemson.edu\/ylh\">identification<\/a>&nbsp;and assist with reporting. A citizen trapping program for the YLH is now live. The program includes instructions &amp; <a href=\"https:\/\/www.youtube.com\/watch?v=Ra8717JuXwc\">videos on constructing traps<\/a>, baits, and&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=ENrbQWfrmPg\">reporting YLH findings.<\/a><\/li>\n\n\n\n<li>The Yellow-legged hornet is an invasive species that will move to new areas primarily through human activities such as trade, travel, and tourism, often hitching rides on vehicles and cargo, so please be careful and inspect your items prior to travel especially if you live in a YLH infested area.<\/li>\n\n\n\n<li><strong>DO NOT<\/strong> attempt to remove a nest on your own. Report it to the <a href=\"http:\/\/clemson.edu\/ylh\">YLH Reporting Tool<\/a>. Someone from the YLH Response Team will contact you and arrange the removal. We will make sure to remove the nest and queen; this will ensure the queen does not fly off and start a new nest location.<\/li>\n\n\n\n<li><strong><u>ALL REPORTS ARE REQUIRED TO SUBMIT A PHOTO WITH THE REPORT. AN IDENTIFICATION CANNOT BE MADE OR VERIFIED WITHOUT A PHOTO.<\/u><\/strong><\/li>\n<\/ul>\n\n\n\n<h2 id=\"block-e4bc7db3-8ed5-49d9-8d64-cf2884f188cc\" class=\"wp-block-heading\">Closing<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-56fcc252-0ca7-40ed-b2a8-b182e70fec6f\">The mission of Clemson University Department of Plant Industry (DPI) is to protect South Carolina\u2019s agricultural resources and natural ecosystems from the introduction and spread of invasive species and to enhance the efficiency of South Carolina\u2019s agriculture. In response, a new state quarantine was established on October 15th, 2025, to help contain and manage the infestation. Please visit the link below to view the new quarantined area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/experience.arcgis.com\/experience\/a319430119364dfcb6295b1e975c0277\">Asian Longhorned Beetle Quarantine<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Background<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What happened?<\/strong>&nbsp;In May 2020,&nbsp;<em>Anoplophora glabripennis<\/em>, Asian Longhorned Beetle (ALB) was detected in South Carolina for the first time in Hollywood, SC by a local homeowner. Shortly after, a collaborative program between Clemson University\u2019s Department of Plant Industry (DPI) and USDA Animal Plant Health Inspection Services (APHIS) was formed with the goal of detection and eradication of ALB. Since 2021, South Carolina state and federal quarantines have been established in the known areas of ALB infestation encompassing portions of Charleston and Dorchester counties.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why do we care?<\/strong>&nbsp;As an invasive species, ALB negatively impacts the local environment, economy, and poses a risk to public health through infesting a number of hardwood species, expediting the rate of tree mortality.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What are we doing?<\/strong>&nbsp;Clemson\u2019s DPI and USDA APHIS are conducting tree inspection surveys within the quarantines and the surrounding areas to determine the size and scope of the infestations. Once the beetles develop into adults, they begin to emerge from within the tree from early May until late September. The state quarantine legislation was enacted with publication in the State Register on June 25, 2021. Supportive community\u00a0relationships are essential to the success of detecting, tracking, and removing this pest. Primary nests are often found near human structures as well as bushes and trees. <strong>Photo credits:&nbsp;<\/strong>CU DPI Reporting Tool.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"block-0b528405-d2c1-4ce1-953e-1882a0c0d983\">Background<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-afada494-d741-4740-8b26-223ef43fba02\"><strong>What happened?<\/strong> In August 2023, <em>Vespa velutina,<\/em> Yellow-Legged Hornet (YLH) was detected in the United States for the first time near Savannah, GA, less than five miles from the South Carolina-Georgia border. In Spring 2024, several YLH queens and one embryo nest were found in Beaufort County; worker detections continued through summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-4267a324-8224-4aa8-8bb4-365e44dc2483\"><strong>Why do we care?<\/strong> Yellow-Legged Hornets prey on honeybees, causing reduced foraging and colony failure. This impact would result in reduced honey and other honeybee products and reduced crop production due to decreased pollination by honeybees and native pollinators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"block-dd1bbf1b-09ec-44fa-866d-cd49d25b8b57\"><strong>What are we doing?<\/strong> With the Support of USDA APHIS, Clemson&#8217;s Honeybee Protection Program is surveying for YLH focusing on detecting workers and finding nests within a wide area around the initial detections. Baited traps are used to initially detect hornets, followed by tracking live hornets to narrow down the nest search area. Eradication focuses on locating and destroying nests including queens. Nests should ideally be destroyed by late summer or very early fall before new queens are actively mating and dispersing. These traps are&nbsp;monitored&nbsp;regularly for hornet activity. The locations have been&nbsp;established near known YLH detections and, where possible, near known honeybee colonies.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It&nbsp;can not&nbsp;be overstated that beekeepers should be familiar with the activity of YLH hawking and report&nbsp;any sightings&nbsp;immediately&nbsp;to the <a href=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\" data-type=\"link\" data-id=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\">Clemson YLH Reporting Tool<\/a>.&nbsp;&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the early summer season multiple nest stages can be seen, especially &#8220;Primary Nests&#8221; and &#8220;Secondary Nests&#8221; within one colony. As the colony size grows the workers will begin building this final nest stage and the &#8220;Primary Nest&#8221; will be abandoned as the colony moves into this larger nest and continues to expand it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DPI is currently&nbsp;monitoring&nbsp;traps and removing YLH nests when discovered.&nbsp;Expanding trapping locations and continuing public outreach efforts&nbsp;are also a major&nbsp;component.&nbsp;The public should survey around structures, shrubs, and trees and report nests in any stage. reporting YLH sightings to&nbsp;<a href=\"https:\/\/survey123.arcgis.com\/share\/4654e1d5a6be4b47aa7acd2ff0a357cf\">Clemson\u00ae DPI\u2019s reporting tool<\/a>. Reporting activity helps DPI deploy traps if needed and attempt to identify the nest location in a timely manner. Keep an eye out for hawking behavior on honeybee colonies.<\/li>\n\n\n\n<li><strong>Citizens:<\/strong>&nbsp;All South Carolina citizens can familiarize themselves with&nbsp;hornet&nbsp;and&nbsp;nest&nbsp;<a href=\"http:\/\/www.clemson.edu\/ylh\">identification<\/a>&nbsp;and assist with reporting. A citizen trapping program for the YLH is now live. The program includes instructions &amp; <a href=\"https:\/\/www.youtube.com\/watch?v=Ra8717JuXwc\">videos on constructing traps<\/a>, baits, and&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=ENrbQWfrmPg\">reporting YLH findings.<\/a><\/li>\n\n\n\n<li>The Yellow-legged hornet is an invasive species that will move to new areas primarily through human activities such as trade, travel, and tourism, often hitching rides on vehicles and cargo, so please be careful and inspect your items prior to travel especially if you live in a YLH infested area.<\/li>\n\n\n\n<li><strong>DO NOT<\/strong> attempt to remove a nest on your own. Report it to the <a href=\"http:\/\/clemson.edu\/ylh\">YLH Reporting Tool<\/a>. Someone from the YLH Response Team will contact you and arrange the removal. We will make sure to remove the nest and queen; this will ensure the queen does not fly off and start a new nest location.<\/li>\n\n\n\n<li><strong><u>ALL REPORTS ARE REQUIRED TO SUBMIT A PHOTO WITH THE REPORT. stakeholders of an upcoming transition to Clemson University&#8217;s new <strong>online payment platform<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This change will affect online purchases of new applicator license fees, product registration fees, paper exam fees, and other DPR products and fees processed through Clemson University&#8217;s online payment system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Important Dates<\/h2>\n\n\n\n<h4 class=\"wp-block-heading\">June 26, 2026 at 5:00 pm<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The current online payment portal and existing payment links will be deactivated and will no longer be available for use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Customers who need to complete online transactions are encouraged to do so <strong>no later than June 24th<\/strong> to allow department staff sufficient time to process payments before the portal is deactivated. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">June 26-30, 2026<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Clemson University&#8217;s TouchNet Marketplace system will be offline while the university transitions to the new online payment platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During this period:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Online payments will not be available.<\/li>\n\n\n\n<li>Customers will be unable to complete online applicator licensing, paper exam, and product registration-related transactions.<\/li>\n\n\n\n<li>Existing online payment links will not function.<\/li>\n\n\n\n<li>Customers paying by check may continue to submit paperwork and payment during this period.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">July 1, 2026<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The new online payment platform is expected to become available.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">What is Changing?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The updated payment platform is part of a university-wide initiative to modernize online financial services and improve the customer experience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to a new payment interface, DPR will be using new payment links provided through Clemson University&#8217;s updated TouchNet system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the previous payment links will not automatically redirect to the new system, customers should access payment services through DPR&#8217;s website to ensure they are using the most current links, once they become available.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Services Affected <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new online payment platform will affect transactions such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pesticide license fees<\/li>\n\n\n\n<li>DCA change fees <\/li>\n\n\n\n<li>Replacement license fees<\/li>\n\n\n\n<li>Paper\/student exam fees<\/li>\n\n\n\n<li>Other miscellaneous fees and fines<\/li>\n\n\n\n<li>Product registration fees<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What is NOT Changing?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While the online payment platform is changing, DPR&#8217;s services and program requirements remain the same.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Exam registration procedures remain unchanged.<\/li>\n\n\n\n<li>Certification and licensing requirements remain unchanged.<\/li>\n\n\n\n<li>DPR staff will continue to provide assistance and support.<\/li>\n\n\n\n<li>Existing DPR websites and program information will remain available.<\/li>\n\n\n\n<li>Payments submitted by check will continue to be accepted and processed using existing procedures.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Future Changes for Online License Renewal Payments<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The July implementation primarily affects licensing fees, student (paper) exam fees, and product registration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DPR will transition online pesticide license renewal payments to the new system during the upcoming 2027 license renewal season, beginning in September 2026 for Dealers, and in October 2026 for Commercial, Non-Comm, Businesses. <em>Private Applicators renew every five years and will not renew again until Dec 31, 2029.<\/em> Additional information and instructions will be provided before renewal processing begins.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">What Applicators and Employers Should Do?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">To avoid potential delays or disruptions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete any time-sensitive online purchases before June 24, 2026.<\/li>\n\n\n\n<li>Expect online payment services to be unavailable June 26-30.<\/li>\n\n\n\n<li>Visit DPR&#8217;s website beginning July 1 to access updated payment links.<\/li>\n\n\n\n<li>Bookmark the DPR website rather than individual payment pages, since payment links will change when the new system becomes active.<\/li>\n\n\n\n<li>Allow extra time during the initial implementation period while our staff becomes familiar with the new payment
