THIS WEEK IN SOUTH CAROLINA
The South Carolina General Assembly returned to Columbia on Wednesday and Thursday, June 27-28 pursuant to the provisions of H.5383, the Sine Die Resolution.
The State Budget Process
The budget conference report was adopted by the House and Senate and ratified on June 29. The budget has been sent to the Governor who has 5 days, excluding Sunday, to issue vetoes. For appropriations bills, the Governor has line item veto power.
The General Assembly is expected to take up any gubernatorial vetoes associated with the budget when they return to Columbia in September.
Below is a summary of the items impacting Clemson University:
Clemson E&G
– $2,868,740 in recurring funding for Access and Affordability for In-state Students (Tuition Mitigation Funding)
– $5 million in nonrecurring funding for SC’s Advanced Materials Industrial Competitiveness Instruments
– $300,000 in nonrecurring funding for STEM equipment
– $500,000 in recurring funding for Call Me Mister
Clemson PSA
– $2 million in recurring funding for Water Resource Research, Management and Technology
– $500,000 in recurring funding for the Pinckney 4-H Scholars program and Comprehensive Statewide Extension Programs
– $3 million in nonrecurring funding for Statewide Research and Education Facility Upgrades
– $3 million in nonrecurring funding for Facility Renovation for Water Research
– $6.8 million in nonrecurring funding for renovations to T. Ed Garrison Education and Conference Center
The budget includes an increase in the cost of health insurance and an increase in retirement contributions for state employees and employers. The employee portion of both will be paid by the state. The employer portion of both will have to be covered by the university.
